EGR vacuum system problem

I need help\info on the vacuum system that opens the EGR.
I am getting the error P0400(bad egr solenoid) but what is really going on is that there is no vacuum in the hoses. I did the following:

-using vacuum tool, replaced all leaking hoses
-replaced gasket inbetween the throttle body and manifold(it was leaking)
-replaced the red plastic thingy(i forget the name) and tested it OK.

I then hook up the vacuum tool and manually hit the gas, i still get no vacuum on the gauge.
This is what i am finding:

On top of the throttle body the three hoses, the middle one has barely any vacuum. both others have decent vacuum.

I sprayed carb cleaner into each tube and the engine nearly dies so it is not clogged up.

Does the vacuum build only if in gear and driving? Without vacuum the egr doesn't open and this lack of vacuum is the REAL cause of the P0400 error code.

I tried 3si with no response so i figured try this forum. TIA.
